Remove wdfmgr exe

Any process that is not managed by the system is known as non-system processes. It is safe to terminate the non-system process as they do not affect the general functionality of the operating system. It must of been of my computer since I reinstalled Windows. It suppose to steal passwords, etc. Its done nothing of that, thankfully. Adware or Avast dosen't detect it and I can end it on Task Manager without it coming back. I've searched for it but no file comes up like that. So, how do I stop it from starting up?
